This ring I bought overseas a long time ago.
It reads "NAVY," so is it a military ring, perhaps Navy-related?
It has a blue stone, but it's quite scratched. It's been like this since I got it.
It's stamped "STERLING," so it's 925 silver. Size 21.
Anything not mentioned in the description is basically unknown.
