Rare velvet jacket by Cacharel, bought in the late 90s from Liberty in London. The design is collarless and has four panels in the shape of butterfly wings on the front, it's quite 1930s in design. Has been worn very little over the years but does have a bit of discolouring on at the back of the neck, see photo. The stripes are black and baby pink and it comes with a belt and does up with two hooks and eyes at the waistband. I can't find a size on it but it fits me and I'm a 12-14.
