This wheel has a Hota 10” in diameter and 2 ¼” wide pneumatic tire on it marked 255x55 (which is in millimeters). There is no tube in it. The rim is unbranded with two axle bearings for a 3/8” axle and the hub is 2 1/4” wide. The tire appears not to have been used as it still has the little hairs on the edges and the tread does not appear worn. The rim has some light marks on it but is undamaged except for the tiny marks.
